Potential character?

Hey, This is Shini, I'm thinking of bringing in Dylas as a Blitzle Shifter. I'm trying to figure out how to work him in.

His background is that very long time ago, there was a temple - and Dylas here got "volunteered" to become a permanent guardian by being made into a Blitzle shifter, then put in some sort of stasis, and just only recently woke up with a fuzzy memory and no idea what the heck is going on.

Anyways! The idea is, after a point - there'll be reports of weird lights and spooky neighing noises from deep in the mausoleum. So I want to have him introduced in a small log with 2-3 delvers or rangers investigating it, and having to beat up the Pokemon that's making that racket, and then dragging Dylas' unconscious butt back to the city.

I'm also looking for potential CR afterwards that'll make him decide that he'll stick around Union instead of stomping off to the wilderness as he is kind of a prickly guy.

Black Runners

I realized that Zarvora doesn't have access to any spies. Her big things in canon was having people executed, enslaving people who crossed her, and having a huge network of spies known as the Black Runners. While slavery and murder are not exactly practical in Union, I'll be damned if I'll deny her the spy network.

So with that in mind, this is a plotting post to see if any Player Characters would be interested in becoming one of Zarvora's secret police. If Zarvora started keeping an eye out for potential recruits who were ruthless, willing to break some rules, and ultimately loyal to Union, who would catch her eye?

I'd also be open to an alternative organizational scheme from "Zarvora runs the Black Runners". Possibly a sort of council of ruthless individuals who want to protect Union's interests without having to worry about being nice.
